What is a CMR consignment note?

The CMR (from Convention relative au contrat de transport international de marchandises par route) is the standard waybill that evidences the contract of international carriage of goods by road, records the parties and route, and defines the carrier’s liability.
It is issued in three originals (consignor, carrier, consignee); a fourth copy is typically used for customs.
It serves as proof of receipt of the goods by the carrier, forms the basis for insurance claims, and facilitates border crossings.
Since 2024, EU Member States may accept the electronic CMR (eCMR) under Regulation (EU) 2020/1056 on eFTI.
